Multiple Billion Dollar Market Opportunities

This Summer the House Homeland Security Appropriations Subcommittee approved a $36.3 billion fiscal 2008 draft spending measure for the Homeland Security Department. FEMA would receive $7.1 billion - $2.1 billion more than the president requested. FEMA's state and local programs, which include most of the department's grant programs, would receive $3.1 billion.

Military

The defense budget for fiscal 2008 requests $481.4 billion in discretionary authority for the Department of Defense base budget, an 11.3% increase over fiscal 2007 and a 62% increase over 2001.

According to Frost & Sullivan’s “U.S. C4ISR - An Overview of Key Programs” published January 2007, communications equipment for ground forces is the most pressing need for the U.S. C4ISR community today and for the next few years. There is a gap between current equipment that has been worn out by hard use over the last few years and a delay in fielding next generation software defined radios that have been developed at a slower pace and at more expense than was originally planned. The rapid growth and success of commercial wireless networks has also had an unexpectedly important impact on the U.S. tactical networks concept of operations.

Homeland Security

President Bush’s fiscal year 2008 budget request represents $46.4 billion in funding, an 8% increase over the fiscal year 2007 level and nearly a 50% increase in funding since 2003, DHS’s first year of operation. The funding includes $3.2 billion that will be available for first responders for critical elements of preparedness and response.

Deploying solutions for effective crisis management and communications is a high priority for states and cities—and budget dollars are being allocated accordingly. In July U.S. Commerce Secretary Carlos M. Gutierrez and U.S. Homeland Security Secretary Michael Chertoff announced $968 million in Public Safety Interoperable Communications (PSIC) Grants to help state and local first responders improve public safety communications and coordination during a natural or man-made disaster. The PSIC grant program will assist public safety agencies in the acquisition, deployment, and training of interoperable communications systems to enhance interoperable communications of voice, data, and/or video signals. "When disaster strikes, first responders must have the tools to communicate," commented Commerce Secretary Gutierrez. "Under this streamlined program, states will be given grants to use technology that will make our cities and states safer."

"Achieving interoperable communications is a major priority for our department and should be a priority for every community across our nation," said Homeland Security Secretary Michael Chertoff. "These grants will help states and cities purchase equipment, conduct training and exercises, and develop effective interoperable communications plans to get this important job done."

Law Enforcement

In the US alone there are an estimated 17,784 law enforcement agencies spread out across federal, state, and local levels of government. Policing and law enforcement services are mainly the jurisdiction of local government, with an estimated 12,666 local police agencies and 3,070 sheriff's departments. Local police include county police, metropolitan police, city, and town police departments. In addition, there are 1,376 special-purpose district police agencies, with jurisdiction over parks, schools, housing, transit, etc. (Bureau of Justice Statistics, 2003). The combined annual budget of US police agencies is approximately $51 billion (Megalinks in Criminal Justice).

As the 2007 hurricane season reaches its peak for millions of Americans, the American Red Cross and the myriad of federal, state, and local disaster relief agencies are turning to technology to help them respond quickly when disaster strikes. Management

Brendan Reilly - Chairman & CEO
Mr. Reilly offers tremendous business knowledge and an exceptional ability to motivate those around him. He also serves as Managing Director of TK Ventures and as Managing Partner of TK Advisors LLC. Prior to Z5 Technologies, he served as a Director of SAN Holdings Inc. (OTCBB: SANZ) and as Executive VP of its subsidiary Storage Area Networks, Inc. While at SANZ, he created and managed the SANZ Federal Inc. business unit and grew the company’s government business practice from inception to more than $30 million in revenues in just over thirty months. Prior to SANZ, Mr. Reilly co-founded ITIS Services, accumulating more than $19 million in revenue prior to its sale in 2001 to Storage Area Networks Inc. for $21.6 million. He founded Raging Knowledge Inc. and sold it 13 months after inception to a publicly held London based software company for $7.6 million. Mr. Reilly attended Providence College and is a graduate of Harvard Business School (AMP166).

Alan Hurwitz - CFO
For 21 years Mr. Hurwitz has provided finance support to organizations in various stages of growth, responsible for all accounting, finance, legal, HR, risk management and investor relations duties. His experience in finance and operations spans Fortune 1000 and growth companies in global technology, sales, manufacturing and distribution. Kirk Hanson - COO
Kirk Hanson has over sixteen years of executive management and leadership experience, serving in roles such as Chief Operating Officer, Chief Financial Officer and Vice President of Sales in a number of companies primarily in the information technology sector. Presently, Mr. Hanson serves as Vice President of the Products Division for Alvarez & Associates, LLC, a service-disabled, veteran-owned small business providing IT solutions to United States federal government clients. From January 2001 to July 2006, he served as Vice President of Sales Operations and Chief Information Officer for SANZ, Inc., (OTCBB: SANZ), a data storage and management solutions company serving clients in federal, state and local governments in the United States. From September 1999 to July 2000, he served as Chief Operating Officer for Value Technology, a data protection solutions company, and from September 1997 to August 1999, as Chief Financial Officer for Data Management Solutions (prior to and after its acquisition by Cranel, Inc.), a data management and data protection solutions firm.
