generation products and solutions for the growing law
enforcement, defense, homeland security, C4ISR, emergency
response, corrections, and security markets. The company
focuses on transforming these high caliber companies into
synergistic business units, providing increased
capabilities, access to new markets, shared services, and
the ability to deliver breakthrough products and industry
changing solutions to the customers who need them
Investment Highlights
- Wholly owned subsidiary Fortified Data Communications is a leading
developer, manufacturer and integrator of technologies which allow critical
incident responders and war fighters to transform static location limited
network services into dynamic knowledge driven command and control operations
centers. The NOMAD product line transfers the latest voice and data
communications, mission command, security and mobile mesh networking
technologies into rugged tactical command solutions for deployment anywhere in
the world.
- In July, Fortified announced the delivery of 20 upgraded NOMAD C4XS™ mobile
communications and incident command units to FEMA as well as four upgraded
units to the Department of Homeland Security - Wireless Management Office.
- The company reported that it will support FEMA as the agency deploys NOMAD
incident command units throughout the country. Most of the NOMAD units will be
delivered to Primary Federal Officers in various FEMA regions in order to
improve their ability to respond to those in need at times of crisis.
- Assuming 55.6 million shares issued and outstanding, and a market
capitalization of $100mm, the per share price could approach $1.80, according
to Analyst Francis Gaskins of IPODesktop.com.
- President Bush’s fiscal year 2008 budget request for the Department of
Homeland Security represents $46.4 billion in funding, an 8% increase over FY
2007.
- Frost & Sullivan asserts communications equipment for ground forces is the
most pressing need for the $20+ billion U.S. C4ISR community.
- Fortified Holdings’ innovative organizational framework aligns collective
capabilities, maximizes operational efficiencies and leverages the strength of
each subsidiary to drive value for customers and shareholders.
- During the 2007 hurricane season, the American Red Cross is testing a new
shelter management system designed to more effectively process shelter
registrations and communicate with local government agencies in times of
crisis. This system was developed by 3Sharp via a strategic partnership using
Microsoft Office SharePoint Server 2007, the Ecma Office Open XML file
formats and the NOMAD incident command platform.
- Governments and businesses worldwide spent an estimated $59 billion to
deter terrorists in 2006, nearly a sixfold increase from 2000. Homeland
security spending is expected to nearly double by 2010, according to industry
tracker Homeland Security Research.
Subsidiary Businesses Capturing
Significant Opportunities
Fortified Holdings is an internationally focused,
diversified holding company with a rapidly expanding portfolio
of high caliber subsidiaries.
Fortified Data Communications Corp.
Fortified Data Communications Corp. (Fortified DataCom) is
a wholly owned subsidiary established by Fortified Holdings to
include the acquired business of Z5 Technologies. Fortified
DataCom delivers advanced information management and mobile
communications technologies to the ‘edge’. As the leader in
ruggedized mobile command, control and communications network
solutions, Fortified designs, develops, integrates and
manufactures solutions which allow critical incident
responders and warfighters to transform static
location-limited network services into dynamic
knowledge-driven command and control operations centers.
Fortified’s NOMAD Platform™ enables demanding mobile users to
take total command of challenging situations, even in hostile
or remote environments when infrastructure no longer exists.
Deployable in less than 5 minutes, the NOMAD incident command
package has no equal in its ability to rapidly deliver command
and control communications to geographically dispersed
personnel. When deployed with other NOMAD units the C4XSB™
creates a self-healing, ad-hoc mesh network (802.11b/g, 4.9Ghz
optional) capable of providing up to 54Mbps of network
bandwidth over vast geographic areas spanning
incident-specific locations, entire cities, and even state
wide. With an integrated MIL-STD 810F computer, a 16-hour
rechargeable power supply, EV-DO Cellular routing capabilities
and broadband satellite connectivity, large teams of mobile
users are assured of having real-time access to communications
and mission critical data whenever and wherever needed.
Unlike other companies which sell an “office in a box” capable
of supporting a single user, Fortified’s product line can
support hundreds of users over large geographic regions. The
NOMAD Incident Command Platform provides access to mission
critical incident management data through redundant backhaul
communications capabilities at speeds between 464kbps and
2Mbps whether deployed on a crowded street in Manhattan, an
oil platform in the Gulf of Mexico, a remote location in the
deserts of Saudi Arabia or on a snow capped mountain in
Europe.
Fortified Intelligence Corp.
Fortified Intelligence Corp. specializes in the design and
integration of software for enhanced situational awareness and
field-based decision support. Combining core technologies with
partner and customer applications, Fortified Intelligence is
reshaping and improving the way deployed individuals collect,
view, manage, protect, share and edit information.
Fortified Labs
Fortified Labs is a research and development subsidiary
focused on new products, R&D and the management of licensing
agreements and joint venture opportunities.
Fortified Shared Services Group
Fortified Holdings Shared Services Group, or SSG, provides
the company's subsidiaries with innovative and effective
common services that support the overall organization’s common
goal of designing, developing, manufacturing and globally
marketing products and solutions. The role of SSG is to
efficiently integrate the operating infrastructure of
Fortified Holdings and its subsidiaries, allowing business
units to focus on customer needs, product development and the
global distribution of products and services. SSG will cost
effectively provide general management support, investor
relations, human resources, financial management, legal
support, consolidated IT services and marketing support
services for all of Fortified Holdings’ subsidiaries and
future acquisitions.
Multiple Billion Dollar Market Opportunities
This Summer the House Homeland Security Appropriations
Subcommittee approved a $36.3 billion fiscal 2008 draft
spending measure for the Homeland Security Department. FEMA
would receive $7.1 billion - $2.1 billion more than the
president requested. FEMA's state and local programs, which
include most of the department's grant programs, would receive
$3.1 billion.
"The bill provides critically needed funding to our states and
communities to confront not only the threat of terrorist
activity, but also natural disasters and the emergency
situations they must deal with every day," said Panel Chairman
David E. Price, D-N.C. (Congressional Quarterly, " House Panel
Boosts FEMA Funding, Approves Homeland Security Bill", May 18,
2007)
Military
The defense budget for fiscal 2008 requests $481.4 billion
in discretionary authority for the Department of Defense base
budget, an 11.3% increase over fiscal 2007 and a 62% increase
over 2001.
Command, Control, Communications, Computer, Intelligence,
Surveillance and Reconnaissance (C4ISR) technologies form the
backbone of our national command and military decision-making
capability. According to Frost & Sullivan, the US Military is
expected to spend $29.01 billion on C4ISR technology by 2010.
Spending reached $19.03 billion in 2005 and the market is
growing approximately 6% per year.
According to Frost & Sullivan’s “U.S. C4ISR - An Overview of
Key Programs” published January 2007, communications equipment
for ground forces is the most pressing need for the U.S. C4ISR
community today and for the next few years. There is a gap
between current equipment that has been worn out by hard use
over the last few years and a delay in fielding next
generation software defined radios that have been developed at
a slower pace and at more expense than was originally planned.
The rapid growth and success of commercial wireless networks
has also had an unexpectedly important impact on the U.S.
tactical networks concept of operations.
Homeland Security
President Bush’s fiscal year 2008 budget request represents
$46.4 billion in funding, an 8% increase over the fiscal year
2007 level and nearly a 50% increase in funding since 2003,
DHS’s first year of operation. The funding includes $3.2
billion that will be available for first responders for
critical elements of preparedness and response.
Deploying solutions for effective crisis management and
communications is a high priority for states and cities—and
budget dollars are being allocated accordingly. In July U.S.
Commerce Secretary Carlos M. Gutierrez and U.S. Homeland
Security Secretary Michael Chertoff announced $968 million in
Public Safety Interoperable Communications (PSIC) Grants to
help state and local first responders improve public safety
communications and coordination during a natural or man-made
disaster. The PSIC grant program will assist public safety
agencies in the acquisition, deployment, and training of
interoperable communications systems to enhance interoperable
communications of voice, data, and/or video signals. (FEMA,
“Funds to Help Fire Fighters, Police and Other First
Responders Communicate During a Disaster”, July 18, 2007)
"When disaster strikes, first responders must have the tools
to communicate," commented Commerce Secretary Gutierrez.
"Under this streamlined program, states will be given grants
to use technology that will make our cities and states safer."
"Achieving interoperable communications is a major priority
for our department and should be a priority for every
community across our nation," said Homeland Security Secretary
Michael Chertoff. "These grants will help states and cities
purchase equipment, conduct training and exercises, and
develop effective interoperable communications plans to get
this important job done."
Law Enforcement
In the US alone there are an estimated 17,784 law
enforcement agencies spread out across federal, state, and
local levels of government. Policing and law enforcement
services are mainly the jurisdiction of local government, with
an estimated 12,666 local police agencies and 3,070 sheriff's
departments. Local police include county police, metropolitan
police, city, and town police departments. In addition, there
are 1,376 special-purpose district police agencies, with
jurisdiction over parks, schools, housing, transit, etc.
(Bureau of Justice Statistics, 2003). The combined annual
budget of US police agencies is approximately $51 billion (Megalinks
in Criminal Justice).
Private Security
The global market for private contract security services is
projected to advance 7.3% annually through 2010, surpassing
$150 billion. The U.S. will remain the largest single consumer
of private contract security services, accounting for 30% of
total world demand. US demand for private security services is
forecast to reach $48.3 billion in 2010. (The Freedonia Group,
World Security Services, November 2006)
Fortified Works with the American Red Cross, Microsoft and
3Sharp to Develop Mobile Emergency Shelter Management System
As the 2007 hurricane season reaches its peak for millions of
Americans, the American Red Cross and the myriad of federal,
state, and local disaster relief agencies are turning to
technology to help them respond quickly when disaster strikes.
As a result, the American Red Cross is testing a new shelter
management system designed to more effectively process shelter
registrations and communicate with local government agencies
in a time of crisis. This system was developed by 3Sharp,
using Microsoft Office SharePoint Server 2007, the Ecma
Office Open XML file formats and Z5 Technologies (now
Fortified Data Communications).
A critical component of the solution is the Nomad C4XS command
center from Fortified. The Nomad is a mobile command center
that runs the Windows Server 2003 operating system. These man
portable, self-powered Nomad Servers can be setup in under 4
minutes and provide first responders with instant internet
access for through its satellite uplink. The Server also
creates a 7 mile wide area network that supports voice, video
and data communications for those first responders in the
disaster area.

Grow with Fortified Holdings
Corporation
The outlook for Fortified Holdings is extremely positive.
With its acquisition of Z5 Technologies Fortified Holdings
gained a product line of field-based incident management and
emergency operations support solutions that are rapidly
becoming the industry standard among first responders. With
initial sales to high profile, high influence customers
including the Department of Homeland Security, the American
Red Cross, the U.S Army, the U.S Air Force, the City of New
Orleans Police Department, Jefferson Parish Sheriff’s
Department, Samaritan’s Purse Relief Organization, Taylor
Energy and FEMA, increased sales and expanding market
penetration both within and outside the United States appear
very likely.
Fortified has also gained a top-notch team of managers and
advisors—seasoned professionals with access, influence and
proven experience within their large, well-funded target
markets. The merger enables Fortified Holdings and its
subsidiaries including Fortified Data Communications and
future acquisitions to access capital, expand operations,
incorporate new capabilities, share services and target larger
and more global opportunities.
Fortified Holdings Corporation is a rapidly expanding
organization that can offer significant benefit to customers
and investors alike.
