Telephone and Data Systems, Inc. TDS presents a trade-off between accelerating fiber deployment and the financial demands of transforming its legacy telecom business. The shares trade below the Zacks industry average on an EV/EBITDA basis, while fiber metrics are improving. At the same time, free cash flow remains under pressure as capital spending rises. TDS currently carries a Zacks Rank #1 (Strong Buy) and an Outperform recommendation, but its mixed Style Scores point to risks that investors should consider before adding to the position.
TDS Valuation Offers a Potential Cushion
TDS trades at 6.81X trailing 12-month EV/EBITDA, below 7.87X for its Zacks industry. The stock’s price-to-book ratio is 0.91. The EV/EBITDA multiple is also below its five-year median of 7.68X, although the company has historically traded across a wide range.
The relatively modest valuation can provide some support if fiber execution improves operating performance. However, a lower multiple alone does not remove the uncertainty surrounding the transition. TDS Telecom’s revenue declined 6% year over year in the second quarter, while Adjusted EBITDA fell 21% to $70 million. Capital expenditures nearly doubled to $179 million, showing the level of investment required to expand the fiber footprint.

TDS Fiber Metrics Strengthen the Growth Case
TDS Telecom’s fiber expansion is the clearest positive for the investment thesis. Marketable fiber service addresses reached approximately 1.17 million in the second quarter, with 60% of service addresses served by fiber. The company delivered approximately 66,000 new marketable fiber service addresses during the quarter, up about 150% year over year, while residential fiber net additions rose 47% to 15,100.
Management raised its 2026 fiber service address delivery target to 250,000-300,000 from 200,000-250,000 previously. The long-term target remains 2.1 million marketable fiber service addresses. The higher target supports the view that fiber can become a larger driver of TDS Telecom’s business as legacy copper and cable operations decline.
The challenge is converting that footprint expansion into recurring financial growth. Residential fiber revenue increased 13% in the second quarter, but divestitures and legacy declines more than offset the gain, leaving TDS Telecom’s service revenue down 6%.
TDS Cash Flow Tests the Investment Thesis
Cash generation is a key consideration for investors deciding whether the current valuation is enough to justify buying the stock. TDS generated $151.07 million of cash from operating activities from continuing operations in the first half of 2026, up from $125.96 million a year earlier. Yet free cash flow from continuing operations was negative $168.03 million, compared with negative $25.36 million in the prior-year period.
The gap reflects sharply higher investment. Cash paid for additions to property, plant and equipment rose to $317.92 million from $150.48 million a year earlier. TDS Telecom’s full-year capital expenditure guidance also increased to $625-$675 million from $550-$600 million previously.

This creates an important test for the fiber strategy. Faster deployment can expand the addressable customer base, but the company must eventually generate enough incremental cash flow from those investments to offset the heavier capital burden.
TDS Array Supports Financial Flexibility
TDS also entered the second half with a stronger liquidity position, helped by spectrum monetization at Array Digital Infrastructure. Cash and cash equivalents totaled $2.19 billion as of June 30, 2026, compared with $765.95 million at the end of 2025, while long-term debt, net, declined to $670.65 million from $823.36 million.
Array completed approximately $1 billion of spectrum transactions with Verizon Communications Inc. VZ in June and about $168 million of transactions with T-Mobile US, Inc. TMUS in May. These transactions improve capital flexibility, but the related gains should not be treated as recurring operating earnings. TDS’ guidance reconciliation excludes a $585 million gain on license sales and exchanges from Array’s Adjusted EBITDA.
TDS has also proposed an all-stock acquisition of Array’s publicly held shares that it does not already own. The transaction could simplify the corporate structure and improve capital allocation flexibility, but it remains subject to special committee review, shareholder approvals and customary closing conditions.
TDS' Ratings Favor the Growth Debate

The Zacks Rank and Outperform recommendation favor the bullish case, while the below-industry valuation and accelerating fiber deployment provide additional support. Negative free cash flow, higher capital spending, legacy-service declines and the uncertain timing of the Array transaction argue for monitoring cash generation and operating execution closely. The investment thesis therefore depends less on the current valuation alone and more on whether TDS can turn its expanding fiber footprint into sustainable recurring earnings and cash flow.
