Washington has moved from talking about rare earth supply chains to financing them at industrial scale. The War Department has committed $700 million in conditional loans to Vulcan Elements and ReElement Technologies, while the Commerce Department finalized a package worth up to roughly $1.6 billion for USA Rare Earth. The bigger signal is what those checks are targeting: the difficult middle of the supply chain where raw materials become usable high-performance magnets. Evolution Metals & Technologies Corp. (NASDAQ: EMAT) already operates in that segment and is targeting roughly 10,000 metric tons of annual magnet capacity by November 2026.
The Money Is Following a Hard Deadline
A rare earth magnet sounds like a niche industrial product. In practice, these small components sit inside electric motors, drones, robotics, semiconductor manufacturing equipment, fighter aircraft and other systems that need powerful, compact motors or precise movement. A widely used type in advanced applications is the neodymium-iron-boron magnet, usually shortened to NdFeB. It is a permanent magnet made primarily from neodymium, iron and boron, and it packs a large amount of magnetic strength into a small space.
The urgency comes from a January 1, 2027 U.S. defense sourcing rule. Under DFARS 252.225-7052, restrictions generally expand across the entire NdFeB supply chain, from mining the underlying materials through producing the finished magnet, when those steps occur in China, Russia, North Korea or Iran. There are exceptions, but the direction is clear: defense contractors need traceable supply chains outside covered countries.
That helps explain the scale of the financing. The War Department's Office of Strategic Capital has conditionally committed $620 million to Vulcan and $80 million to ReElement. A 2025 law gave the office up to $100 billion in lending authority for critical minerals and related projects. Its Vulcan/ReElement deal even includes warrants, which are rights that can allow the government to buy shares later. Commerce is also spending heavily. In June, it finalized up to $277 million in incentives and a loan agreement of up to $1.3 billion for USA Rare Earth's mine-to-magnet buildout. The scale is now measured in hundreds of millions and billions of dollars.
Finding Rare Earths Is Only the Beginning
The hard part is not simply digging rare earths out of the ground. Ore has to be separated and refined, converted into metal and alloy, milled into fine powder, pressed into shape and then sintered. Sintering means heating compressed powder until the particles fuse into a dense, high-performance magnet without fully melting it. That process requires specialized equipment, tight quality control and a reliable feedstock chain. Some rare earth ores also contain naturally occurring thorium, which can add radioactive waste-handling and permitting complexity to new mining and processing projects.
Recycling can shorten part of that route because the rare earth material is already concentrated inside an existing magnet. One direct-recycling technique, hydrogen decrepitation, uses hydrogen to make an old NdFeB magnet brittle enough to break back down into powder for reprocessing. The name is technical. The idea is simple: recover high-value magnetic material that has already been mined instead of starting from fresh ore every time. That makes recycling relevant as a capital-efficiency story, not only an environmental one.
Where Evolution Metals Fits
Evolution Metals is not receiving a federal package on the scale announced for Vulcan or USA Rare Earth. But federal agencies are putting large amounts of capital behind the same midstream and downstream magnet-making bottlenecks Evolution Metals is already working to scale.
The company says its operating platform has more than 18 years of commercial magnet production history. It has binding orders for 13 ULVAC sintered-magnet machines scheduled for delivery and installation in November 2026. If commissioned as planned, Evolution Metals expects total annual rare earth magnet capacity to reach approximately 10,000 metric tons, including about 6,000 metric tons of high-performance sintered magnets.
Evolution Metals has also reported receiving non-China NdPr metal for magnet production. NdPr, short for neodymium-praseodymium, is a key rare earth metal input used in high-performance NdFeB magnets. Its broader strategy includes sourcing and processing material through to finished magnets, with recycling of end-of-life electronics and batteries included in the company's planned vertical supply chain.
The setup now comes down to execution. Washington has already shown that it considers this supply-chain gap worth financing with billions of dollars. With binding orders for its ULVAC magnet lines and non-China NdPr feedstock already in hand, Evolution Metals is moving to scale into the exact bottleneck that federal capital is now racing to close. The company has begun to quantify what that scale-up could produce: in September it issued initial guidance for fiscal 2027 revenue of $400 million to $460 million, up from the $5 million to $8 million it expects in fiscal 2026, which it attributes to the first full-year contribution from the Pohang capacity expansion.
