North America's water infrastructure is reaching a breaking point. Aging wastewater treatment facilities built decades ago are struggling to keep pace with growing populations, stricter environmental standards, and rising demand. As municipalities begin replacing outdated systems rather than extending their lives, companies specializing in water infrastructure are seeing a growing pipeline of large-scale construction opportunities.

Shares of Southland Holdings, Inc. (NYSE American: SLND) are surging Friday after the company announced two new contract awards, highlighted by its share of an approximately C$815 million wastewater treatment upgrade in Canada and an additional $25 million in infrastructure projects across the Caribbean and the Southwest.

Red River Biosolids Partners, a joint venture comprised of Aecon Group Inc. (TSX: ARE) (OTCPK: AEGXF), MWH Constructors Canada Ltd., and Southland subsidiary Oscar Renda Contracting of Canada, has completed the collaborative development phase and received the contract from the City of Winnipeg for the North End Water Pollution Control Centre Biosolids Facilities progressive design-build project. Each partner owns a 33.3% interest in the venture, with Stantec providing design services.

Southland's portion of the award, valued at approximately C$272 million, will be added to the company's Civil segment backlog during the third quarter of 2026. The project now moves into the construction phase, which includes building new biosolids processing facilities while modernizing existing infrastructure. Upgraded operations are expected to begin during the fourth quarter of 2030, with final construction scheduled for the second quarter of 2031.

The size of the investment reflects the importance of the facility. Winnipeg's North End Water Pollution Control Centre is the city's largest and oldest wastewater treatment plant, processing approximately 70% of Winnipeg's wastewater and all of its biosolids. The modernization project is designed to improve environmental compliance, protect local waterways, expand treatment capacity, and support long-term regional growth.

Southland also announced approximately $25 million in additional awards through subsidiaries American Bridge Company and Oscar Renda Contracting. American Bridge secured multiple marine and port infrastructure projects in the Caribbean, including buoy mooring systems, quay crane hurricane tie-down systems, and breakwater construction. Oscar Renda was awarded several emergency water infrastructure projects throughout the Southwest.

Founded in 1900, Southland has grown into one of North America's largest specialized infrastructure contractors, serving bridge, tunnel, transportation, marine, data center, communications, water, wastewater, pipeline, and steel structure markets.

Shares of SLND are up 60% to $1.09 in Friday early afternoon trading.
